It was passed in 1980&nbsp;to&nbsp;set a&nbsp;spending cap for all public schools based on attendance and inflation&nbsp;(it excludes charter schools since they&nbsp;didn\u2019t&nbsp;exist in 1980).\u200b <strong>The AEL is an antiquated measure that&nbsp;does not&nbsp;account for modern&nbsp;day school finance or the ways education has changed since 1980.<\/strong> The AEL is calculated each year by taking the average per-pupil spending for&nbsp;the previous three years, and then adjusting it for inflation and student&nbsp;enrollment. The AEL is then used to determine the maximum amount of&nbsp;money that each school district can spend in the following year \u2013 regardless of how much the state legislature and the Governor have budgeted for schools.<\/p>\n\n\n\n<h4 class=\"has-text-align-center wp-block-heading\" id=\"h-how-does-it-impact-our-schools\" style=\"padding-top:var(--wp--preset--spacing--20);padding-right:var(--wp--preset--spacing--20);padding-bottom:var(--wp--preset--spacing--20);padding-left:var(--wp--preset--spacing--20)\"><strong>How does it impact our schools?<\/strong><\/h4>\n\n\n\n<p style=\"padding-top:0;padding-right:var(--wp--preset--spacing--50);padding-bottom:0;padding-left:var(--wp--preset--spacing--50)\">This year alone, schools across the state would have lost $1.3 billion, if not for the legislature passing a waiver. This will mean that next year, we can estimate schools will be in danger of losing a similar amount of money. Meaning, our local schools would be forced to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Close schools<\/li>\n\n\n\n<li>Fire teachers (worsening an already existing teacher shortage)<\/li>\n\n\n\n<li>Fire of support staff<\/li>\n\n\n\n<li>Cancel after school programs<\/li>\n\n\n\n<li>Shorten the school day<\/li>\n<\/ul>\n\n\n\n<p style=\"padding-top:0;padding-right:var(--wp--preset--spacing--50);padding-bottom:0;padding-left:var(--wp--preset--spacing--50)\">To see how much the AEL would cost YOUR district if not overturned, check out <a href=\"https:\/\/drive.google.com\/file\/d\/1daeAO6X3LV-epOFXCfNAzFyrNT1zwY6n\/view\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>this list<\/strong><\/a> of impacted districts.<\/p>\n\n\n\n<h4 class=\"has-text-align-center wp-block-heading\" id=\"h-didn-t-the-state-increase-education\" style=\"padding-top:var(--wp--preset--spacing--20)\"><strong>Didn\u2019t the state increase education <\/strong><\/h4>\n\n\n\n<h4 class=\"has-text-align-center wp-block-heading\" id=\"h-funding-last-year-why-is-this-an-issue\" style=\"padding-bottom:var(--wp--preset--spacing--20)\"><strong>funding last year?
