Sufficient Funding, Spent Wisely

Stand believes every child, regardless of skin color, economic level or zip code is entitled to a high-quality education.   To do this, every district must use evidence based research to allocate resources and funds to support effective strategies aligned with student achievement goals.  Stand advocates for equitable distribution of funds between districts and schools within these districts. 

Why this Matters

The purpose of equitable school funding is to ensure all schools have the resources they need to effectively educate all students. Simply increasing a school budget and spending more money on personnel, facilities and students does not necessitate/guarantee student achievement.   In order to improve student achievement, money must be spent wisely, it is critically important to align funding to student achievement goals. Funds also must support all students, including subpopulations that require extra funding to be successful. Specific subpopulations of students who require extra funding include students living in poverty, students with disabilities, special education students and English language learners. Additionally, school funding must be equitably distributed across school districts and schools within these districts.  Schools that support larger subpopulations which require extra funding, should receive extra funding. Again, this funding must be aligned with effective strategies and support personnel who can positively impact student achievement.

Specifically, States should consider

Analyzing spending to make sure the most effective programs and services are being funded:

  • Ensure spending is distributed equitably across all schools between - and within - districts.
  • Align spending on human capital/school personnel with priorities that drive student performance.
  • Include additional funding for schools serving high concentrations of students in poverty because these students need more resources and support to succeed academically.
  • Ensure specific groups should receive extra funding to implement effective strategies and interventions to support student learning.
  • Clearly define adequate and equitable funding and continue to make progress toward these goals.
