The 2019 legislative session is underway, and with two out of every three education dollars in the hands of legislators, this is a crucial time for every Stand leader to stay involved.

Key Updates from Week Two

Joint Committee for Student Success (JCSS) Gets a Briefing on Measure 98 Implementation:

Oregon Department of Education’s Deputy Superintendent, Colt Gill, and High School Success Director, Laura Foley, presented on how the Department is implementing Measure 98.

Some major takeaways from their presentation:

  • 244 entities requested and received Measure 98 funds this cycle
  • There has been a 400% increase in programs of study
  • This year -- for the first time -- career-technical education is at pre-recession levels

JCSS Subcommittees start to meet:

The Joint Committee for Student Success (JCSS) has three subcommittees, focused on Revenue, Accountability & Transparency, and Early Learning, which are now meeting.

As JCSS Co-Chair Rep. Smith Warner say, “These groups will discuss funding mechanisms, policies, programs, and reporting procedures to create a system that better supports Oregon students and families while allowing education professionals to innovate and invest in programs that work.”

What to Expect in Week Three

Between the House and Senate Education Committees, bill dockets are beginning to fill up. They have officially moved from orientation and briefings to holding more public hearings on different bills.They’ll be hearing bills related to school safety, mental health, bullying prevention, reporting and testing.

The subcommittees from the Joint Committee for Student Success will convene and discuss different models and proposals for revenue for education, accountability and transparency within our education system, and early learning.
