As a parent-driven education advocacy organization, Stand for Children Indiana has a great deal of concern with several aspects of House Bill 1134.
We believe this bill would have the following negative consequences:
- Prevent well-meaning, quality educators from effectively teaching about race and racism because they fear the punitive consequences outlined in this bill;
- Result in quality teachers leaving the field as they see this bill levying additional mandates that affect their freedom to do their jobs;
- Prevent many children, who need mental health support, from receiving these necessary resources; and
- Add unfunded mandates on schools during a time when all resources should be focused on helping children who have fallen tragically behind due to COVID disruptions.
In recent years, the General Assembly has done several things to try and bolster the teacher talent pipeline, including meaningfully raising teacher pay and creating pathways for young people to earn scholarships for pursuing teaching. If left unchanged, this bill will set back these efforts to attract and retain quality educators at this critical time in our state, when achievement gaps are growing and young people of all backgrounds struggle academically.
